Planning application fees

Most planning and other related applications require payment of a fee set by law. The fee information below is a summary interpreted from legislation by the Council. For more detailed information, and to read the original legislation, please see the Town and Country Planning (fees for applications, deemed applications, requests and site Visits) (England) Regulations 2012 and any subsequent amendments.

All planning fees are exempt from VAT.

Categories

Outline applications

  • £462 per 0.1 hectare for sites up to and including 2.5 hectares.
  • £11,432 + £138 for each 0.1 in excess of 2.5 hectares to a maximum of £150,000.

Householder applications

Alterations/ extensions to a single dwellinghouse, including works within boundary. £206.

Full applications (and first submissions of reserved matters; or technical details consent)

Dwelling houses

  • Alterations/ extensions to two or more dwellinghouses (or two or more flats), including works within boundaries, £407.
  • New dwellinghouses (up to and including 50), £462 per dwellinghouse.
  • New dwellinghouses (for more than 50) £22,859 + £138 per additional dwellinghouse in excess of 50 up to a maximum fee of £300,000

Erection of buildings (not dwellinghouses, agricultural, glasshouses, plant nor machinery):

Gross floor space to be created by the development

  • No increase in gross floor space or no more than 40 sq m. £234
  • More than 40 sq m but no more than 75 sq m. £462
  • More than 75 sq m but no more than 3,750 sq m. £462 for each 75sq m or part thereof

The erection of buildings (on land used for agriculture for agricultural purposes)

Involving more than one category of development

Higher of the fees calculated in accordance with earlier categories except when dwelling-houses are involved, when the fee appropriate to that category is added to the higher of the fees appropriate to the other category.

Applications other than building works

Car park, service roads, or other accesses. For existing uses, £234

Waste (use of land for disposal or refuse or waste materials or deposit of materials remaining after extraction or storage of minerals) When site area is:

  • Not more than 15 hectares. £234 for each 0.1 hectare (or part thereof)
  • More than 15 hectares. £34,934 + £138 for each 0.1 hectare (or part thereof) in excess of 15 hectares up to a maximum of £78,000

Lawful development certificate

Approval/ variation/ discharge of condition

  • Application for removal or variation of a condition following grant of planning permission. £234
  • Request for confirmation that one or more planning conditions have been complied with. £34 per request for householder applications otherwise £116 per request.

Change of use of a building to use as one or more separate dwellinghouses, or other cases

  • Number of dwellinghouses is not more than 50. £462 for each

  • Other changes of use of a building or land. £462.

Advertising

  • Relating to the business on the premises. £132

Application for a non-material amendment following a grant of planning permission

  • Applications in respect of householder developments. £34

Concessions

Exemptions from payment:

An application solely for the alteration or extension of an existing dwellinghouse; or works in the curtilage of an existing dwellinghouse (other than the erection of a dwellinghouse) for the purpose of providing:

Means of access to or within it for a disabled person who is resident in it, or is proposing to take up residence in it; or

  • Facilities designed to secure that person’s greater safety, heath or comfort
  • An application solely for the carrying out the operations for the purpose of providing a means of access for disabled persons to or within a building or premises to which members of the public are admitted.

An application for Listed Building Consent, Demolition in a Conservation Area or Consent for works to a tree protected by a Tree Preservation Order Planning permission for relevant demolition in a conservation area

Works to Trees covered by a Tree Preservation Order or in a Conservation area hedgerow removal

Application for development within 12 months of a refusal, withdrawal or approval of an earlier application for the same character on the same site for the same applicant. This exemption can only be claimed once for refusal/withdrawal and permission.

If the application is for consent to display an advertisement following either a withdrawal of an earlier application (before notice of decision was issued) of where the application is made following refusal of consent for display of an advertisement, and where the application is made by or on behalf of the same person.

If the application is for consent to display an advertisement which results from a direction under Regulation 7 of the 2007 Regulations, dis-applying deemed consent under Regulation 6 to the advertisement in question

If the application is for alternative proposals for the same site by the same applicant, in order to benefit from the permitted development right in Schedule 2 Part 3 Class V of the Town and Country Planning (General Permitted Development) Order 2015 (as amended)

If the application is for Certificate of Lawfulness of Proposed Works to a listed building

Prior approval for a Proposed Large Home Extension

There is no fee for approval of conditions under the advertisement regulations or under the Planning (Listed Buildings and Conservation Areas) Act 1990.

Reductions to payments

If the application is being made on behalf of a non-profit making sports club for works for playing fields not involving buildings then the fee is £462

If the application is being made on behalf of a parish or community council then the fee is 50%

If the application is an alternative proposal being submitted on the same site by the same applicant on the same day, where this application is of less cost then the fee is 50%

In respect of reserved matters you must pay a sum equal to or greater than what would be payable at current rates for approval of all the reserved matters. If this amount has already been paid then the fee is £462

If the application is for a Lawful Development Certificate for a Proposed use or development, then the fee is 50%

If two or more applications are submitted for different proposals on the same day and relating to the same site then you must pay the fee for the highest fee plus half sum of the others

If the relevant land straddles the boundary between planning authorities a planning application must be made to all authorities involved.  The fee is only payable to the planning authority in whose area the largest part of the land is situated. The fee will be one and a half times the amount which would have been payable if the application had not been cross boundary and the responsibility of only one planning authority.

Building control and building regulation standard fees

Building control history check

The building control history check service is charged at £25.

Complete the building control history check online form to submit your request.

We request a £25 fee to cover the costs of searching for the document. If a document is found we will send it to you electronically at no extra cost. Unfortunately we cannot confirm that we hold the document. If no document is found the fee is not refundable.

Standard charges

Standard charges will apply for domestic work. The fees stated below are VAT inclusive.

The types of fee are as follows:

  • All building notice charges are paid on submission
  • A full plans building regulation application consists of a plan fee and an inspection fee:
    • The plan fee is payable when you submit the application. This covers the plan checking of the proposed work. A building control plan fee is different from a planning application plan fee. Please ensure you contact the correct department when paying your fee.
    • In most cases, an inspection fee is payable after the work commences. This covers the site inspections including the issue of a completion certificate. This is invoiced after the first inspection has been carried out. The inspection fee can also be paid with the plan fee when you submit the
      application, and where possible we will encourage this.

Please note that the charges for building notice are high than full plan fees.

If your work falls under more than one table, each fee is payable on submission. Any reduction that applies because the different parts of work are carried out at the same time will be applied to the inspection fee after commencement of the work.

These will take up to two working days to produce; however, we will process most quotations on the same day.

1. New houses and flats

Conditions;

  • Standard construction, no basements, no conversions and less than 300m² per unit.

  • For over 4 or more dwellings, please contact us for an individual fee proposal.

Domestic fees

These fees apply to a single dwelling. For example, where adjoining neighbours build extensions at the same time, a separate application and separate fee is required for each.

Fees are not payable for the following:
  • Work solely for the benefit of a disabled person. Please provide a copy of the approved grant letter provided by environmental health or a letter from your occupational therapist indicating your disabilities and reason for the work.
Additional information

We will assess charges for larger projects individually. Larger projects may consist of innovative or high risk construction techniques and/or the duration of the building work from start to finish will be longer than 12 months.

We will assess regularisation application charges individually. They are available on request and are usually based on an individual fee proposal.

Fees for non-domestic work are available on request and are usually based on an individual fee proposal.

All charges are on the assumption that the person undertaking the design and construction work is competent. If not, there may be additional charges.

Charges for community infrastructure levy (CIL)

Charges for CIL are exempt from VAT

Conditions:

  • the Wycombe CIL includes charges for residential and retail developments only,
  • developments which involve the creation of new dwellings or,
  • developments with an internal floor area of 100 square metres or more.

Instalments Policy

CIL can be paid in instalments as outlined below. The instalments are linked to the amount payable as recorded on the demand notice. The first payment will be taken on the date advised by the developer in the Commencement notice.

  • Any amount less than £20,000. No instalments.
    • 100% payable within 60 days of commencement.
  •  Amounts from £20,000 to £100,000. Two instalments.
    • 25% payable within 60 days of commencement.
    • 100% payable within 120 days of commencement.
  •  Amounts from £100,000 to £300,000. Three instalments.
    • 15% payable within 60 days of commencement.
    • 50% payable within 180 days of commencement.
    • 100% payable within 360 days of commencement.
  • Amounts greater than £300,000. Three instalments.
    • 15% payable within 60 days of commencement.
    • 50% payable within 360 days of commencement.
    • 100% payable within 540 days of commencement.
