How we prepare our planning policies
We are required to prepare our plans in accordance with the 2004 Planning and Compensation Act and the National Planning Policy Framework, which was published in March 2012. See GOV.UK: planning system for further information.
As part of the preparation of our plans we undertake public consultations on our draft policies and proposals.
Local Development Scheme
As a part of our plan-making, we have prepared a Local Development Scheme (LDS) which sets out the documents that our Policy team will produce over the next four years. Our LDS was updated following a report to Cabinet in March 2015..
Statement of Community Involvement
We have an adopted Statement of Community Involvement (SCI). This document sets out how the community can be involved in, and consulted on, the preparation of local plans and in the planning applications process.
The Development Plan
In considering planning applications, we are required to make the decision in accordance with the Development Plan, unless material considerations indicate otherwise. The Development Plan for Wycombe district is made up of a number of planning documents.
Delivery and Site Allocations Plan
The Delivery and Site Allocations Plan (DSA) was adopted by the Council on 16 July 2013. It contains a mix of development management and site specific policies which cover sustainable transport, town centres, retail environment and infrastructure. There is a particular focus on delivering regeneration and improvement to High Wycombe Town Centre as well as policies aimed at supporting Marlow and Princes Risborough town centres.
Supplementary planning documents
Supplementary planning documents (SPDs) cover a range of issues and give more detailed information on the policies within the development plan. See Planning guidance to view copies of the SPDs.
The sustainability appraisal process assesses the policies within our plans to ensure they are compatible with the aims of sustainability, and achieving high levels of environmental, social and economic performance. A sustainability appraisal is published with each version of a plan.
Wycombe Monitoring Report
The Wycombe Monitoring Report (previously known as the Annual Monitoring Report or AMR) contains information showing how our planning policies are performing against key indicators. This includes information on housing delivery, employment, environment and infrastructure including developer contributions. This report now contains an update on our five year and long term housing supply. We have also published a partial update to the five year housing supply position.

Five Year Housing Land Supply Updates
Wycombe District Council is able to demonstrate more than five years’ supply of specific deliverable housing sites (from a 31st March 2018 base date). This accords with paragraph 73 of the 2019 NPPF, which requires local planning authorities to identify and update annually a supply of specific deliverable sites sufficient to provide a minimum of 5 years’ worth of housing. This statement is intended for planning practitioners and stakeholders with an existing knowledge of the issues.
