Staff car parking policy

The staff car parking policy aims to:

  • reduce the dependence of staff upon the motor car for travel to and from work and for council business
  • adopt a staff car parking policy in line with (and supportive of) the council's Travel Plan
  • maximise the business use of the council offices rear car park
  • free car parking spaces in the town centre for the paying public

Existing members of staff employed by Wycombe District Council before 1 April 2000

The local terms and conditions set out "Free car parking arrangements are made if you use your private vehicle to travel to and from work".

These arrangements will remain in place for existing members of staff.

Car parking permits will be restricted for use only in connection with work (in line with existing Local Terms and Conditions). The car-parking permit will not cover "private use."

Members of staff parking in Wycombe District Council car parks outside of work will be required to pay for a car parking ticket.

As a concession, staff car parking permits will allow free of charge car parking (after 5.15pm weekdays) and at weekends in the council offices rear car park.

Existing car parking permits will be restricted to nominated car parks (that is council offices, Easton Street Multi-storey).

Existing members of staff based away from the council offices (eg Princes Risborough, Marlow) will be provided with a parking permit for one designated car park (The Mount in Princes Risborough and Liston Road in Marlow).

Existing members of staff designated as "essential and casual car users"

The "Essential Car User" and "Casual Car User" designations will remain available to existing members of staff.

However, "Essential Car Users" driving less than 1,000 business miles per year will have this designation of their post reviewed, the review will take into account both frequency and emergency vehicle access requirements and the views of line managers. Should the review result in the re-designation from Essential Car User to Casual Car User, the Essential Car User lump sum payment will be withdrawn following a notice period of three months.

The review will commence shortly with business mileage records being passed to relevant business unit managers via directors, for comment.

An appeal mechanism is available to staff who wish to appeal against the re-classification of their car user designation following this review. Officers wishing to appeal will need to set out the reasons for the appeal. Line managers will be asked for their comments on the issues raised. The appeals panel will be the existing Central Job Evaluation Panel and their decision will be final.

Essential Car Users will be allowed car parking in the council offices rear car park, or if this car park is full Easton Street and Railway Place as set our in the staff permit terms and conditions.

Members of staff will be required to pay for car parking in all other Wycombe District Council car parks when on council business and reclaim car-parking expenses, alongside business mileage claims.

New employees: staff car parking permits

Staff employed after 1 April 2000 will not be issued with a parking permit. In effect, new members of staff will have to pay for car parking whilst at work, should they choose to use their cars. (For business travel, see below).

New Employees - Business User designation

The existing Essential Car User scheme has from 1 April 2000 been replaced with a new "Business Car User" scheme for new employees

"Business Car User" designation will be based on posts that require more than 1,000 business miles to be driven per year and will take into account frequency and emergency vehicle access. All new posts (regardless of grade) will be assessed to ensure that designation is based on business need.

Authority to grant Business Car User designations will rest with COG as part of the normal recruitment authority process. Managers seeking recruitment authority will therefore need to make a business case for "Business Car User" designation based on business need.

Staff designated as "Business Car User" will be issued with a Council Office parking permit, when space is available or an Easton Street barrier pass. This will allow staff to park in the Council Offices rear car park, or when this car park is full Easton Street or Railway Place in accordance with the staff permit terms and conditions.

Business Car Users will be required to reclaim any car parking expenses incurred on Council business, alongside their normal mileage claims.

Car parking permits will be restricted for use only in connection with work. The car-parking permit will not cover "private use."

Members of staff parking in Wycombe District Council car parks outside of work will be required to pay for a car parking ticket.

Evening Meetings

Members of staff who are required to attend evening meetings as part of their duties will be given access to the rear Council Offices car park after 4pm on the days on which they attend meetings. This arrangement is subject to availability of space in the Council Offices car park.

Interest Free Loans - Existing employees

Interest free loans will be available to existing employees in exchange for their car-parking permit.

Interest Free Loans New employees

Members of staff employed after 1 April 2000 will be offered interest free loans to purchase annual season tickets on public transport (together with any discounts the Council is able to negotiate).

Temporary Staff / Contractors

Temporary staff and contractors will not be issued with car parking permits (unless they are performing a "Business User" role).

Joint Staff & Equal Opportunities Committee

The Joint Staff & Equal Opportunities Committee have been consulted about the replacement of "Essential Car User" allowance with the "Business Car User" allowance for new staff. This policy is consistent with the recommendations of the Joint Staff and Equal Opportunities Committee.
