Community Infrastructure Levy

In April 2010 the government introduced a new mechanism that local authorities can use to collect developer contributions to support the development of the area: the Community Infrastructure Levy (CIL). This is a local tariff that enables local authorities to set a charge on most types of new development. The money can then be used to fund a wide range of local and strategic infrastructure that is required as a result of development such as transport schemes, open spaces, schools and community facilities.

The rate at which a levy will be charged and the associated arrangements will be described in a Charging Schedule. In November 2011 we consulted on a "Preliminary Draft Charging Schedule", and subsequently consulted on the Draft Charging Schedule in March 2012. It is planned to submit the Charging Schedule, related evidence including comments received for independent examination in due course.

Draft Planning Obligations SPD

The introduction of CIL will mean there are significant changes to how we may secure planning obligations using Section 106 (S106) legal agreements. In March 2012 we also consulted on a draft Planning Obligations Supplementary Planning Document (SPD) which explains our policies and procedures for securing planning obligations and explains the relationship between S106 planning obligations and CIL.
