Developer contributions calculator
Use the spreadsheets at the bottom of this page to calculate developer contributions. The calculator spreadsheet provides an initial assessment in accordance with our developer contributions supplementary planning document.
Please be aware that the calculator is intended to give an indication of the likely levels of contribution which will be sought. The calculations do not constitute a final amount - all contributions will be subject to final verification with legal and development control officers. Please also be aware that postcode boundaries are not always contiguous with collection areas.
Before opening the spreadsheet calculators, you should be aware of the thresholds for contributions laid out in the developer contributions supplementary planning document (SPD). These set out the sizes of development above which we will seek contributions in various categories.
Developments below these thresholds would not qualify for contributions, even where there is a "Yes" indicated in the postcode checker spreadsheet. The thresholds can be viewed on page 11 of the SPD which can be downloaded below.
How to calculate developer contributions
Please note: you may find it useful to have both spreadsheets open at the same time. To do this, open the second file by right clicking on the file link below and choosing Open in New Window.
Step 1 - postcode checker
- Open the postcode checker Excel file
- Click on the Edit menu (or use the shortcut Ctrl + F to open the Find and Replace box)
- Click on Find
- Enter the postcode you want to know about. Do not include a space (so enter HP111BB, not HP11 1BB)
- Click Find All or Find Next
- If the postcode is found, it will be highlighted. Read across the highlighted row. All fields containing "Yes" will have to be entered into the contributions calculator.

Step 2 - developer contributions calculator
- Open the developer contributions calculator Excel file
- Enter the data about your development and the information from the postcode checker file in the green fields as appropriate
- Further hints and tips are included in the spreadsheet
Please note, the spreadsheet has four parts:
- Residential development
- Retail, offices, industry
- Other developments
- Parking
Each part can be accessed by clicking on the tabs at the bottom of the spreadsheet. Please complete as appropriate to your development.
